Introduction. Information and communications technology  ( ICT ) is an extensional term for  information technology  (IT) that stresses the role of  unified communications and the integration of  telecommunications  ( telephone  lines and wireless signals) and computers, as well as necessary  enterprise software ,  middle ware , storage, and audiovisual systems, that enable users to access, store, transmit, and manipulate information.   Modernization refers to a model of a progressive transition from a 'pre-modern' or 'traditional' to a 'modern' society (transformed society). Culture looks at the way of life of people in a particular society. People are the occupants of a particular place. According to UNESCO (Action Panel Line 8), culture and people has diverse manifestations from tangible to intangible cultural heritage, to industrial creativity. Culture  is the characteristics and knowledge of a particular group of people, encompassing language, religion, cuisine, social habits, music and arts. Development This is the process in which someone or something grows or changes and become more advanced. In addition, development is the movement from one event to another or the changes in the characters’ understanding. HOW  WE CAN USE ICT AND MODERNISATION TO DEVELOP PEOPLE AND CULTURE? I see that the ICT has a huge influence on culture development as discussed below. Traditional wear ICT has increased the adoption of western culture styles for example in our traditional culture people used to wear backcloth but nowadays they have decided to adopt to western culture styles since they can now use ICT to google the trending designs which have modernized people and their culture.
